Hi Chuck, I have a question for you. I have been looking everywhere on line for VA laws pertaining to lease violations if the Landlord does not fall under VRTLA rules. I have read the rules, but they are useless in this case. The Landlord has a lease that states he/she must submit refund of the Deposit and itemized list within 30 days. This did not happen and when the check did arrive, late, it has a condition stated on it that if endorsed or canceled than I forfeit any right to dispute amount or sue and that I accept this as full repayment. The check was for 15% of what I left as a deposit. My husband and I are distraught. Do you know if the landlord can legally do this?
